This is Aunt May's new Iron Man armour!!! 
Seriously, I doubt very much that this Steve Rogers. My working theory for post-Civil War is that there will be no Captain America. Steve Rogers will want to continue the good work and therefore he will become Ronin.
I wouldn't be at all surprised to see that is Tony Stark's new 'Director of SHIELD' armour. That or we have another What If...? month coming.
So, I'm agreeing with CapO. I need help.

Yep. You're back.
I could tell you my theory about how Iron Man's gonna win and how Cap's gonna lose... but then I'd probably be telling you how Civil War's gonna end...
The only thing I do know about this picture is that it's been leaked from Marvel... and they're not very happy about it because they didn't actually leak this one... so, no more work for Mr Silvestri at Marvel then! 
Otherwise, I still agree with CapO on this one...

You would have though a comic company whoes EIC is an artist could come up with something better than that!!!

Hmmn... consider the obvious here, Cap dies. Tony Stark is guilt ridden and assumes the mantle as an homage.
Greasy but I wouldnt put it past marvel to do it

Well, considering Silvestri is pencilling the Civil War: The Intiative one-shot, I would guess that it's upcoming art from or a variant cover for it.
As for who is inside the armour, I doubt it'll be Tony. More than likely it'll be someone else that SHIELD has trained to wear similar-type Iron Man armour.
Although I've always liked the idea that it's really Steve Rogers inside it... even though I think we all know it won't be...

Truth be told, I've always liked Cap, But I do think it will be a heavy move on the part of Marvel if they actually do kill him off (AND have the balls to keep him dead)
