RASL by Jeff Smith. A TPB of the first three issues has recently been published, and issue 4 is due next month.
Not exactly new, but also get the three Jack Staff TPBs, Everything Used To Be Black & White, Soldiers and Echoes of Tomorrow.

Pretty much anything to be honest but the art has to be good. Theres nothing more annoying than substandard art.
I cant get in to a lot of the marvel and D.C stuff because theres so much backstory and history I rarely know whats going on (especially now everyone is connected more than ever in the Marvel Universe due to the civil war story), so just wandering if there was anything else people can recomend.

Ok, I will try and resist the urge to post a massive list of every comic I love
Thinking about great books with equally great art (which is, of course very very subjective and lots of art that I like is not "traditional superhero style" -but you sound fine with the ):
I'm assuming you've read "the classics" with this.
Older books that are collected (I have done reviews of some of these over in the Blast From The Past section if you want more info:
Nemesis The Warlock (complete thing in 3 trades) - Pat Mills
From Hell - Alan Moore
Strontium Dog - Alan Grant and John Wagner
Slaine (start with The Horned God) - Pat Mills
Charley's War (5 collections so far and I think one more to come) - Pat Mills

Do you count Vertigo in "not Marvel or DC"? If you don't I'd recommend you quite a bit from their back catalogue.

You could start with the Ulitmates Vol 1. It's 12 issues long and most rate it as a fantastic series.

I've got the first and second tpb of Ultimates and thought the first one was great but wasn't a big fan of the second.
I'll give some of that big list a read (just finished From Hell actually) but I really want something to collect monthly as my budget can't afford tpb's or graphic novels right now.
I'm not against all Marvel and D.C stuff it's just frustrating as a relative new comer to comics, when I've got no idea whats going on because I havnt read every other Marvel title for the last 10 years. So anything that is in those universes but does not heavily rely on it is generally o.k.

Thor has been a fantastic series so far, it is about 12 issues in so wouldn't be too difficult to catch up. I hadn't read a Thor comic before I started on the current run and I haven't had any problems getting to grips with the story.

Maybe have a look at Hellboy: The Wild Hunt. It is up to issue 2 or 3 I think.
Although there is a lot of Hellboy already in print the arcs can really be read as separate stories, and if you like it you can always go back and pick up the trades.
House of Mystery is very good as well. Might be a bit of "girl's comic" as it is very traditional vertigo territory. Good writing and great art though. I think it is up to about issue 10 or 11.
If I was to recommend one on-going not that far into it's run though, it would be Gravel.
